HICKSVILLE 12 U / 10 U ALL-STAR TOURNAMENT RULES
1. Teams are to be made up of no more
than 13 players who did not turn 13yrs (12 & U) or 11yrs (10 & U) before May 1st
of this year. The tournament director or representative prior to the first game
must review copies of birth certificates for each player on the roster. Birth
certificates will be returned to the team manager after check in. No player
will be allowed to play without a birth certificate.
2. The home team is the official book
for each game. There will be not be an official score keeper. It is your
responsibility to check with the opposing team after each inning to verify the
score.
3. Teams can use up to 2 EH’s (11
batters in the line-up). Teams must bat
at least 10 if they have 10 or more players and normal substitution rules will
apply for the extras. Teams with 10 or
fewer players will bat all of their players.
A team may play with eight players but will take an out for the ninth
batting spot. If a player gets injured in the game his spot will be skipped in
the order with no out taken unless the team’s lineup is less than nine
players. All players must play at least
2 innings in the field. Players may be
re-entered, but must go into the original spot in the batting order.
4. Pitchers can pitch 3 innings per
game. No limit for the tournament. One warm up pitch is an inning. No Balks. A
pitcher cannot reenter as a pitcher.
5. All protests are settled on the
spot. All decisions are final. See Chad Yoder or Ross Commisso with questions.
6. No metal cleats. Baseballs will be
provided for championship games. All other games, each team supplies a new
ball. Taking infield will not be allowed.
7. Visitors and home teams decided by
coin flip during pool play. Higher seed is the home team during the single
elimination portion of the tournament. We will post scores on the bracket
boards. Visitors are in the 1st base dugouts, and home teams in the
3rd base dugouts.
8. Warm-up should be done behind the
outfield fence. Feel free to use the batting cages. NO INFIELD PRACTICE!
9. Mercy rule: 12 run lead after 4
innings, and 10 after 5 innings.
10. In case of rain, play will resume
from the point of suspension. If 4 innings, or 3 ½ if home team is ahead, are considered
complete games. Sorry, but we need to keep the tournament moving.
11. A 20 minute grace period will be
allowed for late teams. After that, the team will forfeit. We will attempt to accommodate the teams’
schedules as much as possible (discretion of tournament director).
12. A player hitting a home run will
not be called out for touching a player or a coach.
13. If a player squares to bunt he must
bunt or pull back. NO full swing can be taken after showing bunt for players’
safety. The player must pull the bat
back to avoid an automatic strike call.
14. On a close play, the runner must
make an attempt to avoid contact, or he will be called out. Contact must be
avoided. Umpires’ calls are final. Head first slides will not be allowed unless
diving back to a base. The runner must
slide on plays at home.
15. Once the game starts, the umpires
are in charge. We will not tolerate bat, helmet or glove throwing or back talk
by a player or a coach to an umpire. We ask that all disputes be addressed to
the umpire by the head coach only.
16. You can leave the base as soon as
the ball crosses the plate. A runner leaving early will be sent back after the
completion of the play, and his team will be given a warning (the play will be
called dead). Next runner to leave early on that team will be called out.
Umpires discretions are final.
17. Maximum bat barrel size 2 ¼”
18. Youth bullpen catchers must wear a
mask. Coaches may coach from outside the dugout, please stay out of the play.
(Use good judgment)
19. Courtesy runners are only allowed
if an injury is sustained by a base-runner, the player in the batting order
ahead of the injured player will take his spot, if that player is already on
base, follow the batting order until an available player is identified.

A game forfeited shall be considered as a game played, and will be
scored as 6-0. Dixie Youth Baseball Page 34.
